Thomas works on homelessness policy and programs such as the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs. They also focus on data policy, analysis, and issues related to artificial intelligence in the context of homelessness. Thomas joined the U.S. Department of Housing and Urban Development (HUD) as a Presidential Management Fellow (PMF) in the Office of Community Planning and Development (CPD), serving as a Special Needs Assistance Specialist (SNAPS). In this role, they contribute to the SNAPS team, which administers the Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs.
